이 책의 간행목적은 “한국의 해양법”을 연구하고자 하는 외국인을 위한 안내서로서의 역할에 있으며, 이러한 목적에 걸맞게 많은 외국인들이 사용하는 “공통언어”인 영어로 씌어져 있다. 물론, 책의 성격상, 해양법에 대한 어느 정도의 지식을 구비한 독자들을 겨냥한 것이지만, 이 점이 이 책의 수용에 대한 제한적 요소가 되는 것은 아니다. 저자가 밝히고 있듯이, 이 한 권의 책을 통해 해양법과 관련되는 모든 분야, 상이한 분야를 함께 포괄할 수는 없지만, 이러한 한계는 이 책이 씌어진 의도, 즉 새로운 시작을 위한 통과의 문이 되고자 하는 바람을 통해 극복될 수 있을 것이다.
